Picking the lock

Milton doesn't actually check whether you've managed to unlock the footlocker, and if you picked the lock (to preserve the key) you can still initiate his quest and complete it normally. (Be aware if you unlocked it using the key, you will not be able to complete the quest since using the key consumes it.)

Once the quest is completed Milton doesn't check the footlocker. So for max gains pick the lock and loot it, then take and complete the quest.
