I got mine from that same person, and am fairly sure it did not spawn in any shops. I might have missed it, but I doubt that I did.

Basic tactical vests are quite close to leather armor in carry weight and armor penalty.

One tactic that I've found effective for cheesing the initiative roll is mashing enter just after the autosave. This manually enters combat just before it triggers, automatically giving you initiative.

You probably already know this, but there is a unique .44 SMG. It is rather terrible, though.

If my memory serves me, in order to tell Gorsky about your success, you need to pick the dialog option to talk about Core City. One of the resulting dialog options should then allow you to complete the quest.
