When I wear the Technomedic Exoskeleton and use Parafibrotic Regenerative Injection on any other character except an Exosoldier, the animation is shown and the cooldown is applied, however, no resources are consumed and Parafibrotic Regeneration is not applied to the target. Tested on Cliff, Gunslinger, Cognator and several random NPCs.
If this ability isn't supposed to work on targets not wearing an Exoskeleton, maybe its description should be modified?
