Heavy Metal damage caps at 95% armor penalty despite description saying
total
armor penalty like Heavyweight which includes additional AP from boots and helmet even if suit already sets it to 95%

Total armor penalty is always capped at 95%, yes. Where you hoping for it to count the uncapped raw value?

Total Armor Penalty goes above 95% (despite the visible number) for the player if you wear too much heavy stuff so even if you have lots of MP, it gets reduced to 0.

I believe OP tried to say that the damage bonus from
total
armor penalty for Heavy Metal feat is capped at 95% when it shouldn't have a cap, it's just a damage modifier depending on the sum of armor penalty from all armor pieces (50% or 75% x total armor penalty).

95% from armor, +30% from helmet, +28% from boots = 153%, not 95%
thats how heavyweight works
but apparently not how heavy metal works
