Pirates north of Port Ceto don't care about looting of their boxes

In the area on the attached screenshot (north of Port Ceto gates), pirates don't care if the player lockpicks/loots the boxes, even though the boxes are marked red.

Outside of this area, there's also a greater fusion cell that can be picked up through the fence; no one will care as well.
