If you finish the pirate questline, there are frequent random encounters of battles between black eel jetters and pirates, to the north and east of the rig, but they're at least twice as common as they should be. I'm currently riding from core city to hathor and Ive had to wade through three. Ive seen many more previously.
Most players probably don't spend much time on jets after finishing the questline, but if you do its pretty annoying.
