Mysterious Lady of free drones never spawns and talks to me

I persuaded the bandit to tell me who they were at the train site and left them alone - I told Captain Harve that I couldn't find the train either. However I've played another 10 hours and no mysterious lady ever talks to me, and I am barred from the protectorate and free drones questline.

Did I encounter a bug? Is there a way to trigger the mysterious lady to talk to me?

Can you tell me where she usually is on that map?

Yea, they did.

I checked but there's no one there - I guess I'll have to go on without completing those quests.
