Question is: What is better, maxing perception or dexterity on SMG build? My guess would be perception, but wanna see what others think.

Hmm Dex can make the SMG's cheaper to fire, giving you more shots per turn. Is Burst-Fire a fixed AP-cost attack, or can Dex scale it down?

Yes, it does scale it down but with 7 base + sandwitch you still get 4 bursts with commando feat and 7.62 steel cat.
