Sorry to revive this old post, bu I have incurred in the same problem.
However, there is no config.dat file in my UnderRail folder.
I got the game on GoG

No worries about necroing.

The config should be in the same place on any version of the game, your Documents\My Games\Underrail\. Are you sure you checked that instead of the game's install folder?
If the config file is not present, the game should start with default video settings (1024x768 window, that's the minimum resolution required) and create the config file.

You can run (WinKey+R) this or enter it to Windows explorer address bar to quickly get to the correct folder:
%USERPROFILE%\Documents\My Games\Underrail

Thank you very much, I found the Config file and deleted it, but when I start the game, it's still in the overly large resolution.

I still haven't figured out a solution.

I'm having this exact same issue.

My desktop resolution is 3000x2000

Deleting the config.dat in the UnderRail folder does not reset the game's video settings to their defaults. It remains the same as what I set the as, and it creates a new config.dat file with those old settings.

I am completely unable to play the game because of this.
Deleting the .dat file does nothing.
I tried looking into ways to force the game to launch in a specific resolution, none worked.
I deleted and reinstalled the game, didn't work.
I just want to play  the game, but I can't even start a playthrough, as the box to start a new game is off the side of the screen.

I fixed it, I had to turn off gog galaxy sync, and that allowed me to delete config.dat and start the game with default settings
