Al Fabet blocking exit from a store, causing a softlock

If you run into him on your way out of General store, for example, he stops his patrol and just stands there blocking the doorway, twitching. Sometimes he leaves after a while.

Its annoying, but Ive never seen him not move after a while.

He's trying to prevent you from taking the merchant's money that he plans to later extract through his organ trading.
