Quick Question Regarding Expedition Raids

Do serpentborn raids occur when you are outside the black sea? I just want to make sure before I start on some other quests. I already dealt with the pirates.

No, black sea time stops when you are in a dungeon (anywhere the navcom cant be used for communication) and when you leave the black sea
