Protectorate Warehouse Robbery - Hostile?

For the "Rob the Protectorate Warehouse" quest I decided to go full hostile, killing the guard in the underground entrance, then all the guards in the warehouse itself. For good measure I killed the workers for no witnesses, although I made a save prior to killing the workers. When I go outside, back through the underground entrance, the Protectorate outside aggro on me. Did I do something wrong, or am I required to go the stealth route. I have no persuasion by the by.

It's just those two guards outside, don't worry.

To be safe you can also kill those two guards and go to Fort Apogee and see they are hostile there.

In my experience, it isn't just the guards outside who aggro, but the whole protectorate naval patrol.
Which will make the waterways experience a bit more problematic (in some places getting around will require you to genocide them...).

With the main protectorate, however you stay okay.
