I'm trying to make my own Spectre build from Starcraft

So I'm kind of new to making my own build for like a Starcraft Spectre and was hoping to get some critiques and possibly some gear recommendations.

I don't think that will work. You are spending too much points on not important things (like hacking 160, no one needs that) and you do have only 60 points in every craft skill, which is useless because you need at least 100 in both electronics and mechanics to make something useful (also 50 in chemistry will be nice). In addition I will recomend you not to go with 2 psi schools and instead picking only one, you'll have much more spare points to spend and you won't need so much will, if you do that your weapons of choice will be sniper rifle and smg and you'll need to invest furher in perception instead of will. Your weapon will be an assault rifle and for an armor I'll recommend coretech armor. Also remember that you have only 5 psi slots, so chose wisely.

Disclaimer: I've never run a pure sniping build

I'm confused. You didn't pick up Snipe, Sharpshooter or Shooting Spree? Those seem like the foundation for snipers to me.
Your crafting needs a huge pump. If you don't already know, most of your stealth skill is going to come from items that you craft. You'll want tailoring at 130 at least I think. Some for mechanics if you want to maximize damage with your rifle.
Drop psychosis, not worth it, especially with new innervate system. I'd pick up Gun Nut along with other three feats mentioned.
