New special crossbow bolt - Cryo Bolt

I think cryo bolt could be a interesting addition to the game. It could inflict chill effect and deal small amount of cold damage to the target similarly to other elemental bolts and receive bonus from the feat as well.

It should add at least 2 stacks of Chill, and aslo have a chance to freeze the target for 1 turn. The chance might be based on Chill stacks, kind of like Cryogenic Induction but for chance instead of duration. I think 0/20/40/60% for 0/1/2/3 stacks is reasonable.

I don't really see how is this even an argument, there are many things in the game that are outclassed by other stuff, like for example basically all special bullets besides maybe incendiary.

If you can freeze enemies with it then its as useful as any other cryo option.  Frozen enemies are effectively incapped, so you can restealth.  A frozen character in a doorway will block that doorway as long as it remains frozen. 

I dont see how a bolt is going to carry enough cryo material to matter, however.

I like the idea. Would work better if it was an AOE, like shocks.

I'd like to add explosive bolts into the mix too, with a downside that they are heavier and therefore have a reduced range.
