Get 10 shields for Gorsky

Is this (alternative) quest even doable? I crafted 10 efficient high frequency shields that are worth more 200 charons, stashed them in a locker and still nothing.

Should be. Got a save I could take a look at? You can find them in C:\Users\[User]\Documents\My Games\Underrail\Saves , and then you can post them here using Google/One Drive, Dropbox or similar.

Wrong locker. You need to put them in the large locker in the corner of the room, and then it'll work. I did update the quest note as it's easy to misinterpret, though. Sorry for the trouble.

Yes, wrong locker. I also thought there would be a special reward for this way of completing the quest, because it is a bit expensive way i must say.
