When talking with Jenkins, she says:
"If you need energy cells to recharge your jet ski, see Marcus. And remember, it's best to use high-capacity fusion cells. For maintenance, repairs and technical inquiry, talk to Ladelman."
However if you talk with Ladelman about Jet Skis, he says:
- I need some parts for my jet ski.
"I can only sell you energy cells. Everythin' else's strictly regulated, and the only paperwork I can stand is the pipeworks paperwork, if you know what I mean, bwahaha!"
So Ladelman claims that he can only sell energy cells, contrary to what Jenkins told you and the fact that Marcus sells those. This seems to be a dialogue oversight. I think it would be also reasonable to make Ladelman sell vehicle repair kits (as Jenkins said), he currently only sells the blueprint, which forces you to go all the way back to Core City and talk with Ray if your set ski gets too damaged while exploring the Black Sea.
