This Quest can be initiated imedeatly, after getting to the Expedition
You can pickpocket a Comm Device (Black Sea) from a Technician (Expedition). He is the only NPC labeld as Technician. After you succeslfully pickpocket the Device you can bring it to Chief Briggs who instructs you to bring it to Marcus. He will inspect the Device and call you later, that the Tchnician was indeed a Pirate Spy. now you succcesfully saved Professor Oldfield.
This is the Counterpart Quest to Rescue the Professor.
