This mysterious crystal monolith appears in the derelict west wing of Institute of Tchort. It is the source of interference Efreitor Mateo's unit was searching for when they disappeared.
Like the Mysterious Pillars and the Crystal Mainframe, characters with 7Verify or higher Will can experience a vision by focusing on the monolith.
It's design may be a reference to the "Monolith" from the STALKER series of video games, which is visually similar, and revered by a group by the same name.
