Waylon is one of South Gate Station's security guards. He can be found in the surveillance room of level 5, watching over the private quarters. To get into this room you can either hack the door (25 skill required), or have Waylon open it by luring him out. Unlike it's the case with Masha's security room on level 7, which you are not allowed to enter, here only unlocking the door while seen is considered a crime.
