this has to do with your merchantile skill, since it can alter prices to a value that is shown rounded but actually is lower/higher than the shown value, thus you have to give him one more credit.
This should just explain why its happening, ofcourse it shouldnt be, so lets hope for a fix

I dont understand this issue, since when i persuated him and succeeded he gave me the card and i could access the terminal right next to the gate to open it.
Are you talking about failing the persuation check and this triggering your bug?

True, i find this also pretty annoying.
What you can do until a proper fix is released, is dropping all your Stygian Coins before trading, and picking them up again afterwards.

When i did this quest in the Alpha version without repairing the necklace, but straight going for Ezra and then giving it back to Arlene, i havent got any xp either.
If you are suggesting on the other hand that this should be rewarded with xp though, that is another matter.

In the tutorial...

i dont think this is an issue with the game, but with windows handling alt-tabbed applications, this can happen to all games you play, try fullscreen mode maybe? (not windowed fullscreen)

while investigating on the murder of Patrick Pierce, Derica (General Store in Core City) tells me to ask Oskar (Weapon Store Core City right next to her) about it, but when i do he does not offer any dialog option regarding Patrick Pierce...
