Assault Rifle Str Requirement Penalty

I am not suffering from any MP or AP penalties for wielding an Assault Rifle without the right strength requirement. Am I missing something here, or is this a bug?

The penalty is to your accuracy.  For hammers, its -5 or 6% per point of str you don't have.  Not sure about ARs, but if you're 1 str short, your max accuracy should be 89% rather than 95%.
