How do you get past the psi beetles during the hopper quest on Dominating?

I've beaten the game on Normal, but I don't really understand how your supposed to play on Hard or Dominating

I wasn't even able to finish the hopper quest on Dominating last time I tried it.

Molotovs, basically.  Quinton always sells five iirc, and somebody at sgs (often two people, I think) sell gasolines to make your own. 
If you're psi, use your ranged damage options as much as possible to kite them, and you can force them to sit still with nets. 
The riot gear in the underpassages, if you can pick the lock and handle the stalker and rats, is great against beetles.  If you keep them in melee (preferably with nets), they will keep their heads closed and just bite you. 
Insulated riot armor is the best armor option, but failing that go for rathound leather since it has cold resist as well as mech.
You can sneak past the beetles outside if you're careful.  Inside, you have a door and can make good use of caltrops and traps if you like.

Even without their deadly cold attacks, the main reason they are so difficult is due to their high armor. They have a lot of HP and most weapons can only dent them. From the perspective of a firearm user, Aim Shot crits with the '44 Hammerer you get with 15 Persuasion does a good job against these critters and robots, but you can craft one with parts too. Make sure to stock up on high caliber armor piercing rounds as they are very effective here.

Still, since there are many within the building where the rescue mission is and if you want to save Newton, you have to kill all beetles.
In order to do that, what I always do, is just to shoot one, then close the door before others can get in. While in combat. The rest will investigate, but cannot enter. Wait a few turns until you can exit from combat, enter stealth, lure one in, close the door behind it and start to kill it. Repeat with another one by one, until all are dead.

In order to get proper gear, you can go through the Lurkers as their base (at least what's explorable at this stage) as they have some good loot. You have a chance to get a decent armor and also weapons once you reach the upper areas where there's a seeminlgy dead end with a small outpost behind a locked fence. There's almost always a guaranteed high-ish quality weapon there, and if you're lucky to get a sniper rifle, you can acutally one-shot the beetles with Aim Shot.

Molotovs + Throwing Nets + Bear Traps.

Killing three beetles outside the bunker is very tricky. If you are lucky and patient, you can wait till beetle on the mainland wanders far enough so you can 1 v 1 him. Hug the cave wall, cuz there are some pockets that can be used to break Line of Sight. You can try to sneak past the beetles outside, but you need to have high stealth.

Inside, make sure you close double doors and single out beetle in the ajasent room. Use doors to set up a chamber with bear traps, with only one path being open. Open the door, start throwing moly's. Throw nets at whatever beetle that tries to cross the untrapped path. Use ajasent room to break LoS.

Don't be afraid to burn all your money on this quest, because you'll get massive payoff before Tanner sends you to the Junkyard.

This quest is usually done basically as late as reasonably possible from most sources I've seen. You'd try to do as many side-quests and explore other areas before doing this quest fully (get levels and gear and especially expendables). My head-canon is that the devs didn't playtest Dominating very much (shocker, I know). As the psi beetles have exponential psionic threat per beetle in the cabal, and they have better durability than anything else in the early game (doubled on Dominating), and the number of beetles here is something like ~3x as much as Normal mode iirc. The fact that only some build types will struggle to overcome their mechanical DT while others ignore it completely is the real kicker (in the balls).

If it hasn't been patched (I haven't been playing for a while ), you might still be able to throw a loud grenade into the isometric "north" room corner with the metal shelves, with the double-doors closed to aggro beetles to kill Newton, and you simply wait a short moment and can report back that Newton's dead to skip the quest's finale.

So, I'll share my winning tactic for the Newton rescue mission.
Enter the area in front of the bunker, see the first beetle, move away from it, then throw a grenade at the end of the beetle opposite it, activate stealth mode, press Enter (to enter combat mode), and then press Spacebar while the beetles run to the same spot where the grenade exploded. They will remain there until you exit combat mode, but even after you exit combat, they will still wander nearby.
In the bunker, immediately enter stealth mode, close the doors leading to the storage room deep inside the bunker, then kill the lone beetle in the next room. Then, set about 15-17 traps near the doors, leaving yourself a path in front of the door. Open the door and, while stealth mode, set more traps. Once all the approaches are set with traps, wait for one of the bugs to step into one (or somehow provoke it into doing so). Once that happens, the fun begins! Grenades and Molotov cocktails are the best gifts for those damned cockroaches! And if you have a firearm, don't hesitate to give these little bastards one.
