I should probably post this publicly before I get more questions about it:
I'm not making anything for this puzzle. I find it poorly designed and its theme uninteresting. There's no actual puzzle to it - it's just a matter of reading the instructions and doing some busywork - just apply the shift ciphers. There's nothing to solve or creatively think about, the only potential challenge is comprehending the instructions. It used to be even worse but I think it's still trash.

Man, you could be an awesome Lawyer in fact! Because you just justified and helped me, to avoid me feeling that I am too stupid, to be able to solve that ''puzzle'' stuff... In fact I have big difficulties of understanding those instructions, of how to solve it. Because even when the other friendly user kindly posted the Excel Table of cipher and his version of instructions, and a clear example, I still was unable to understand how he figured out that stuff...! Man, I felt like stupidest UnderRail player on the planet.
Big thanks for your point of view, it goes straight to the point! You are genious!

Thanks for everyone who participated! The decipher tool really helped me out! I finnaly get into that room. I can say that this unique gun doesn't really worth it. My 168 quality Hornet kills any critter that I have met in the Expedition so far... And this is not the case for the unique gun, it only has funny sound. Peace!
