Post-nerf sniper rifle

Does sniper-only build dead?
There's no longer possible way to reliably shot twice per turn without TM or Adrenaline. Even then, its only 2-3 hit max. It seems that lower caliber has the same shot/turn compared to mid-tier caliber.
Is it now simply just a snipe / aimed shot opener that requires secondary weapon?

I did'nt try it yet but the idea of the nerf was to compensate it with the rapid reloader buff (chance to restore ap) and the shooting spree feat which is really good (you have to wait until lvl 10 for it though).

FYI :

Shooting Spree :

Grants you an ability that when activated will cause your next sniper rifle attack to refund 100% of its action point cost if it kills the target. this will expire at the end of the turn if unused.

Cooldown: 10 turns

Also, killing a target with a sniper rifle reduces the cooldown of Shooting Spree and Aimed Shot by 1 turn.

Requirements

    Guns 55
    Feat: Aimed Shot

Also you can (or should i say must) invest specialisation points in it for 1 additionnal free shot and up to 4 turns of cooldown reduction.

With limited temporal increment (which seems necessary for this build), it should be pretty strong :)

Sniper Rifles are now Shooting Spree Rifles. Spec into Shooting Spree, get crit chance to 100% and grab a Spearhead.
On the first turn, kill 4 or sometimes 5 things (2 shots from Shooting Spree, 2 more from 70 AP and sometimes 1 more if Rapid Reloader procs). Use Limited Temporal Increment (if 4 kills) and next turn Shooting Spree is off cooldown! Repeat!

Yeah pretty much that - Sniper char can even do fine w/ no sidearm. Underrail Sniper now plays like an elephant gun and crossbow now plays more in the spirit of the classic sniper trope - feels weird.

First unarmed, then SMG, then Sniper, the builds I'm playing through always get modified mid-playthrough.

At least I was able to do a full-PSI playthrough before that got nerfed.

Well unarmed, at least leather fist, didn't really get nerfed but more like being targeted in expedition. Almost all DLC enemies are highly resistance to leather fist damage due to their high mechanical resistance.

Feels like this is a gimping of the base game so that people have to buy the expansion for stuff like Shooting Spree and Temporal Manipulation.

I'm not falling for this.

Well game developer's goal is to make money selling games. Shooting Spree and TM are add-on and not a direct nerf to the base game. I think even if that was the intention (not saying that it is) it's acceptable and fully justified.

But the base  game WAS nerfed. It had balanced Snipers. Then the expansion came out with AP-saving abilities, so to counter-balance the base game was patched to increase AP cost of Snipers. End-result: even the crappiest Sniper in base doesn't let you shoot twice in one round without drugs like before. Making Snipers a poor build in the base game.

The game should have had 2 AP cost tables for weapons, one balanced for the base game and used if the user doesn't have the expansion, and the current table for the expansion.
