Aegis Sec Trooper on a jet ski somehow got stuck on the border of the area at F6 and has been chilling there ever since (at least few hours have passed in game)

I couldn't find the reason why he got stuck there, but I threw a grenade to lure him away and after that he left the zone properly. All subsequent patrols worked as intended from that point on.
