Hal Roche is a mentioned-only character who is/was former Biocorp's head of genetic research.

Background

He is notable for his thesis, which argues that the genetic mutation allowing psionic capabilities in humans cannot be artificially engineered.

Roche argued that the amount of trial-and-error work required to create such mutations is downright impossible. Even if all the genetic processors in the world worked on the problem for all of their existence, they would still be extremely unlikely to produce these results. Furthermore, Roche pointed out that the areas of the brain where the psionic activity takes place were never even properly charted, let alone genetically decoded.
