General Melek is widely considered to be the most powerful man in the Underrail. The Underrail Protectorate is under his command and he holds a special place on the United Stations' Council of Five, and some also believe him to be de facto ruler of it.
Background
About 17-18 years ago Melek began his rise to power in the north, recruiting local gangs, training and shaping them into a para-military force that eventually grew into the army known today as the Protectorate. A few years later, about 15 years ago, he finally made his move and in decisive battle defeated Biocorp forces and took over their capital city - Dis. Folowing that, he moved to create United Stations, federation of station-states, some of which joined peacefully, while others were coerced or conquered by his forces.
