This Quest can be initiated immediatly after getting to the Expedition.
You can pickpocket (39 effective skill) a Comm Device (Black Sea) from a Technician (Expedition). He is the only NPC labeled as Technician. After you successfully pickpocket the Device you can bring it to Chief Briggs who instructs you to bring it to Marcus, who will take the device to inspect it.
