Walkthrough
Razor wants you to steal Aegis Patroller (this action will turn Expedition hostile to you). The easiest way to do that is to kill a patrolling Aegis Sec-trooper jet-skier and take his jet ski. Alternatively, you can pickpocket Aegis Patroller Key from one of the sec-troopers in the camp and steal Patroller from the docks or hotwire the jet ski with Hotwiring Kit (you can lure the sec-troopers away from the sight range with TNT Charge). One you got the jet, talk with Razor again to meet with Captain Grim.
During the professor's kidnapping, you can also join the pirates by negotiating with Captain Grim and passing 90 effective Persuasion or 8 effective Intelligence check, allowing to bypass having to steal the jet ski.
Once you complete Prevent kidnapping or Rescue the Professor quest, you will no longer be able to join the pirates.
