It can be found in a desk inside Bunker (Upper Caves).

Refurbishment
The weapon can be refurbished by Myles in Rail Crossing for 600 
using 
Pistol Frame: Neo Luger (Quality 110 or higher), 
Silencer and 
Extended Magazine. Cost can be reduced to 300 by bringing him Pistol and Submachine Gun Technical Manuals, by Hugo Thompson or Old World Firearms, by Mikhail Browning.
