The Spearhead might be the most viable sniper rifle, but if you want to see other rifles used more you should buff them rather than ham-handedly nerf an already non-OP build.

Penalties is "bad" for -most- builds. Specialized builds can dump mobility or whatever and often can abuse a red stat.

Especially on DOMINATING, which throws really big swarms of enemies at you. Smart A-A spearhead can easily 1-shot almost everything in the game, with the exception of only a few boss enemies on DOMINATING, so you will be essentialy cutting the amount of enemies killed each turn in half. And there will be a lot of them on DOMINATING. Really, a lot.
*This* is actually why I prefer a SMG or Shotgun as the sidearm; when 10 Burrower spawns show up the sniper rifle with it's multi-thousand damage aimed shot is worthless, but a single burst can kill 3+.

Shield blocking + block feats is very strong for melee builds. Dagger/Sword/Spear (with mastery) all do pretty well with carrying a board on your arm. Just as with other builds, try to kill opponents you find most threatening first. Riot with shield almost no sells knife attacks and deals well with fist, but hammer is still problematic (imho).

You can use pistols/energy/chem with shields too, but the synergy is much weaker.

There was a bug where you could get Psi skills without Empathy. That's been fixed since.

Thank you for the analysis. I'll look into spear throw specializations again for sure in the near future.

I also don't particularly like the tiChrome+tabi changing the number of attacks per turn for medium and heavy melee weapons, so I might do something about that as well.
Eh? But I really liked it, gave those items a unique flavor... Gives non-dodge/evade characters reasons to wear Tabi; and even then the optimal choice isn't always Tabi.

COMPANIONS

Absolutely need a party based system. Recruit NPC companions to journey and fight with you. Some will have different skills, motivations and determination. If you do something they don't like they will lose loyalty to you and may leave. Hard challenges that have a high risk of death (Tchort) will cause them to leave your party unless you've raised their loyalty to you. Some party members are faction specific.

Expertise is indeed applied every bursthit, but I prefer critbuilds since the smart nerf, if you take focus stim and have high quality seeker goggles you should have a reasonable crit score.

You should max out Full Auto and Commando specialization, then probably Opportunist: Slow.

I don't use shields on my psi characters.  I find shields to be too powerful as they are; coupled with psi, it trivializes the entire game.  However, if you want to use shields, I'd say go with efficient high/high or high/medium.  You're not going have anybody come in close enough that melee will be a concern; the only thrown weapon that's going to damage you will be grenades and that's high speed damage; and your alpha strikes are going to disintegrate lightly-armored crossbow sorts so again, all you need to worry about is enemy tin cans with ARs, enemy snipers, and maybe the occasional stealthed enemy when you get too cocky and start making mistakes  ;D
It's possible for player characters to do thousands of damage with Snipe/Aimed Shot or Plasma Pistols. Even a very high quality shield won't help much vs that kind of attack, though I haven't seen it on enemies.
