I've done more than a few runs with them and I feel kind of mixed on this, with proper investment it is a significant increase in survivability, even with constitution as low as 3, especially with uncanny dodge and energy shields, on the other hand the amount of skillpoints they take up are absolutely massive and it might be better to invest into a psi discipline, more stealth, throwing or a crafting skill.

Evasion is more valuable than dodge for sure, id consider it a decent dump stat if your agility isn't too low.

It works.  It's not reliable vs bosses, and you need to optimize for it, but you can see here I'm still dodging a powerful enemy even after some of my buffs are gone.

I can't get behind dodge/evasion anymore. No attack has lower than a 10% chance to miss, I think 40% for ranged. And yet you have to frequently fight a dozen targets each of whom can reduce your dodge to zero and you die instantly. Dodge/Evasion just comes across more as save scum town than an actual defense you can rely on.

With ranged, that 40% is before any penalties on their side, like darkness, close-quarters, move'n'shoot, etc.  Anyway, dodge/evasion works before everything else, so try to see it as an energy shield extender.  With my psiblade, fights tend to go pretty quick; I can make morphine and aegis last through entire fights (or the trickiest spots of big fights) so that even if I get hit and damaged through my shield and armor, its very little and I can heal it back on my next turn.  AoEs dont even hurt me for the most part.

One thing most people do not consider is that dodge/evasion has the best efficiency for your energy shield. Every attack that misses you, saves you energy on your shield.

And another issue is that a lot of enemy attacks apply some kind of debuff on hit.

Though in the end, best defence always is not to get attacked at all. Be it by killing everyone, using CC to control your enemies or just moving out of sight far away that enemies spend whole turn running.
