Effectiveness of the Intimidated effect depends on the Intimidation skill of the user.

Immunity
Intimidation counts as a fear effect, so any source of fear immunity (such as Rathound Regalia) will provide immunity to intimidation.
The Locus of Control feat can remove and provide temporary immunity to stun, fear, incapacitation, and mind control effects.
Automatons are immune to all kinds of mind affecting attacks.
