Walkthrough
Approach the Praetorian Sniper on the boat in Core City Sewer Exit. You can pretend you're good at eletronics (even if you're not) or just tell him that you like helping people you meet. He will let you go onboard.
You will need 45 Electronics to fix Coretech PNT1 on spot.
The Praetorian sniper will then tell you to return the device to Matriuss Ludenlof. He will reward you with 300 stygian coins and ask player for further help with fetching a device from his office in the residential area of Core City. He gives you CC residential office building keycard to enter the building and avoid being detected as an intruder.
Head to Core City Upper Level, area Residential area, commons and enter Core City Office Building just east of Your House. Once inside retrieve the Coretech PNT2 (check the notes in Core City Office Building page for details on opening the storage door) the from the area Storage and bring it back to Matriuss. He will reward you with 1 Gold Ring and 3 Cigars (and you can still pickpocket him for 1 more Cigar). You can also persuade him (40 effective skill) to give you his luxurious coin pouch as a reward.
If player has joined Praetorian Security and have been promoted to the rank of senior enforcer, they can recall the guards protecting Matriuss. He will become angry and refuse to talk anymore but it will also allow player to assassinate him easily without any witnesses.
Also, if player has already ransacked the building and obtained the Coretech PNT2, Matriuss will become angry and accuse you for being a burglar. You will then be able to return the device to him in exchange for 300 coins, or for 450 coins with 75 effective Persuasion. Player can also scare him with 90 effective Intimidation, allowing you to leave without giving back the device. Failing the checks will cause Ludenlof and his bodyguards to attack the player.
Both of these options make it however impossible to complete the quest.
