Rapid Fire is a feat and a special attack.

Grants you the ability to rapidly fire 3 bullets from firearm pistols, SMGs, and assault rifles at reduced precision for 150% action point cost of a regular attack. | |
Requirements

Works with firearm pistols, SMGs and assault rifles. Does not work with chemical and energy weapons.

It is possible to get maximum chance to hit even with the reduced precision, but only at short ranges. Precision drops as range increases, but not quite as rapidly as with Point Shot.
Bugs
Starting combat from real-time mode with Rapid Fire will fire only one shot. This is a known issue that's not easily fixable. As a workaround, start turn-based combat mode Enter first.[1]
