Cognator is the supreme commander of the Exosoldier forces. He can be found locked in his medchamber at the end of The Compound in command headquarters. He is a very powerful thought control psionic, however defensively he is rather weak.
Killing him will cause Exosoldier patrols to stop spawning and any remaining soldiers will lose their Sensorimotor Command stacks.
