Background
At the beginning of the game, Jack can be first met in South Gate Station cafeteria, where he is stuck due to the recent earthquake.
He can be met in GMS warehouse block for a short period after finishing a delivery job for him. After that, he makes his way to Hub and presumably won't be seen again in south Lower Underrail.
