Todd is a character that can be encountered in Abyssal Station Zero.
Background
Born to Angus and Shelley Newman, Todd is the last living descendant of the Lemurians that sought refuge from Biocorp at Abyssal Station Zero. His distant ancestor was Theodore Newman, who was the last minister of technology before the Great War. He was married to Synneva, the only child of Stig and Asta Øyvindr. Being an only child himself, he was put under immense pressure by both his parents and parents-in-law. Suffering from numerous health problems, he was unable to make a child with his wife for many years, leading to him becoming distant to the Øyvindrs and resulting in further contempt from his harsh father. Eventually he managed to sire a son with Synna, however both her and the child did not survive the childbirth. Traumatized and broken by the event, Todd's mind created personas of his deceased family members to help him cope with the unacceptable reality of being all alone for the rest of his life.

Finding home for Todd
If the player managed to persuade him to open the gate to R&D dome, he will later wait for you in the submarine, wanting to go to the surface with you. Afterwards, the player can offer to find him a new home among other people. Candidates include Professor Oldfield, Donnie and the Ferryman.
