Skilled burglars may bypass him by lockpicking and sneaking their way through one of the shacks and players with 6 Agility can simply jump the nearby fence, but others will have to deal with him, either by paying, talking their way inside or by more violent means. With a high enough Stealth skill, he can be walked past.
