As far as I know, however, heavy guns don't have melee penalty, do they?

Guess they don't, but your burst angle will only hit the guy youre shooting if you have multiple enemies in melee range, like when youre surrounded.  However, if youre using balors, you have at minimum 24ap per attack (but probably 25) unless you use pummel, vs an lmgs 25, so it isnt saving you any ap, but quake can quake (and theres blast caps); and of course a minigun *can* get down to 4ap so its really not helpful if youre revved up.  Still, I hate to burst for one guy. 
Also, sometimes youre in a fight with allies or there are otherwise some potential targets youd rather not hit; positioning can be a big issue with lmgs since they are burst-only.  Having a single target weapon available can save you headaches.

Losing conc fire on heavy guns is no biggie; they do so much damage already that you can skip half the damage boosts and still womp everything.

I tried a "minigun build" as my first HD run, before the minigun buff, and it wasnt fun.  I then ran the str vers build up to 25th or so, though I never got far enough to use balors or to upgrade my gun from the brno.  Still, the str vers one was much nicer to play.

The only legit build Ive ever seen that combines melee and guns in a way where you actually use both is a strength-versatility heavy metal build.  It has quake or balors in one hand, and an lmg or minigun in the other.  Quake for AoE melee, like when surrounded by numerous weak enemies like burrower spawn, but mainly balors for the bigdick mech reduction (you have to switch to it at the end of every turn).  One thing I disliked about the first heavy guns build I played was that when you have one or two weak enemies to kill, or some melee'er in your face, it sucks to waste a burst on them (and you have close-quarters penalties too), so having a hammer to bonk them with is really nice. 

For one, strength versatility really works here; heavy guns need to split up between str, con, and per.  This makes it a lot simpler; you max str and get however much con and per you need for feats, and it doesnt matter if you wear a shaded visor helmet, drink brew, etc; you arent using per.  You need high str for balors anyway.  You can even use the industrial exoskeleton (big str boost, mp that ignores armor penalty) since you have such higher reduction and generally wont *need* the best armor.  You can even wear a lifting belt since you dont need to reload very often with the big guns (but for the bigger fights you better stick to a bullet belt).  All the strength boosts will directly help your heavy guns accuracy and damage; you can legitimately have 28 strength while attacking with a gun.

oddity only slows down if you stop doing questlines
classic levels you up too fast, so thats out by default
you already cap out too soon even on oddity, imo

Yeah he did this back when pistols weren't buffed, and killing enemies close range smg's excel at that too so I'm not sure I see the point.

I'm certain you don't.

If you had firearm pistols (arguably the strongest weapon in the game) why would you even need the sniper? They operate at roughly the same range and pistols 1 shot everything, contrary to the smg.

They're only the strongest if you build around them, and even then only past the midgame.  As a sidearm, you have a fairly-low AP-cost and accurate weapon (for applying kneecap shot) to take down trash mobs or enemies who get too close.  Gunslinger gives you a nice initiative boost for when stealth doesnt work.  Tygrende liked to use a laser-sight neo-luger for most of the game, switching to a .44 hammerer lategame, and he even took rapid shot for them.

Also I would never spec snipe for a real run; thats for meme numbers only.

Bugs / Kaya Rigmaster bug

Convinced Kaya to go back to her brother.  Came back to the rig and talked to Ion, selected the "go meet the rigmaster" option.  His suite loaded, he was there, but he immediately walks out and doesn't return, and Kaya isn't there.  So I go downstairs and powerwalk past the sonar to find him and her here like they're expecting the third raid, and they're hostile when I come out of tbm and get talked to.

I don't need to talk to them, so its not biggie, but this shouldn't happen.

  • Irongut from the Ferryman at Port Ceto. I'm not sure whether I have to join the pirates to have a renewable source of Irongut. Does the Ferryman still go to Ceto if I get rid of the pirates?
  • Jumping Bean. Not critical, but my build uses evasion so it'd be nice to have.
  • Aegis. The wiki says this can be found as random loot, but if anyone knows a merchant that sells it please let me know.
  • Toxic Gas Grenades. This might be the most painful thing to be missing. I got in the habit of spamming these in my last playthrough because of how cheap and OP they were. I'm sure I won't be able to spam them anymore, but just having a few for the hard fights would be great.
  • I could use a source of rare bullets. Haven't found anyone that sells many of them.
  • Taser. Can't seem to find anyone that sells these, which is too bad because they're absolutely fantastic.

Ferryman always goes to every location, even if everybody is wiped out. 
Theres a few beans in the game but I'm not sure I've seen merchants sell them; you'll never find enough regardless.
I've seen Becket the drones merchant sell aegis, but not normally; looking at Eideins post maybe bean and aegis are just very rare sells from certain merchants.
You won't find special ammo from merchants (it can be found in loot, very rarely), but mercantile opens up a lot more jhp/w2c from certain people.
0 tasers to be found in the game.

The protectorate has lmg, nade launcher, and minigun guys; throw some in there.  Also some dobermans would spice things up a bit too.
