Chief Richard Briggs is a character initially seen in Core City Docks. He is trying to find recruits to assist them during the Black Sea Expedition. Later he will travel with you to the Black Sea Expedition Camp, and is the head of the Aegis forces protecting the expedition. He uses pistol in combat.
