Percival is the leader of a small Tchortist Church on Core City's upper level, west from the main elevator.
Player interactions
He can give you an interesting lecture about Tchort and some commentary on locals.
However, all Tchortists will leave Core City after the events in Coretech Research Facility.
Percival and other tchortists in Core City count as a separate faction, so killing him does not cause any hostility with the Institute.
