Blaine is a former scrapper in hiding. He is a friend of Old Jonas.
Player interactions
He runs a "specialty shop" in the tunnels under Lower Underrail. You need to know a special passcode to the intercom to enter his shop, or you can try to hack the electronic lock, which is rather difficult (80 Hacking). The passcode can be acquired during the Find Blaine sidequest with Jonas' advice (if you pass a persuasion check) or by buying the info from Katherine in Junkyard slums.
