Cliff is a scavenger whom the player meets right outside Abandoned Building, soon after he has escaped from burrowers within.
Player interactions
When first met, Cliff is dying from wounds he received from the burrowers. To save him, you will need persuasion (about 30) or intimidation skill to avoid a firefight and the Doctor feat to patch his wounds before he drops dead.

- Save Cliff's girlfriend: Cliff wants you to save Jenny from the burrowers.
