Jack is a shady traveler who spends most of his time in The Core.
Background
At the beginning of the game, Jack can be first met in South Gate Station cafeteria, where he is stuck due to the recent earthquake.
He can be met inside one of the warehouses in GMS warehouse block for a short period after finishing a delivery job for him. After that, he makes his way to Core City and presumably won't be seen again near SGS.
