Mediant Samuel is the acting leader of Institute of Tchort's preservation forces during Harmost Stavros' absence.

Player interactions
Despite you being only a novitiate rather than a rassophore, Samuel can give you permission to access the Institute's armory. Afterwards you can talk to Efreitor Hanna to buy goods from the armory.
You are also given an opportunity to join the Preservation forces and become a rassophore after completing the tasks the mediant gives you.
