Cliff is a scavenger whom the player meets right outside Abandoned Building, soon after he has escaped from burrowers within.
Player interactions
When first met, Cliff is dying from wounds he received from the burrowers. To save him, you will need 30 persuasion or intimidation skill to avoid a firefight and the Doctor feat to patch his wounds before he drops dead.
It is also possible to save Cliff's life by not triggering his quest to save his girlfriend. Sneak into the abandoned building without talking to him and save his girlfriend from within. When you exit the building with Jenny, Cliff will still be alive. No quest reward will be received this way.
