He is encountered when the player enters Core City (via Core City Docks, Core City Gates or Core City merchant district) at level 10 or higher, but hasn't yet visited Black Sea through other means.

- Join the Expedition: Draff informs you of the Black Sea Expedition. Talking to him is not necessary to join it.
