Mediant Samuel is the acting leader of Institute of Tchort's preservation forces during Harmost Stavros' absence. He fights with an assault rifle and carries two HE Grenades Mk III and one EMP Grenade.
Background
Mediant isn't very talkative about his past but after finishing all his quests he can tell the player a bit about himself. Samuel wasn't born in the Institute and before becoming a tchortist he was a different person and to this day he is ashamed of his previous life, describing his former self as aimless and inferior.
Player interactions
Despite you being only a novitiate rather than a rassophore, Samuel can give you permission to access the Institute's armory. Afterwards you can talk to Efreitor Hanna to buy goods from the armory.
You are also given an opportunity to join the Preservation forces and become a rassophore after completing the tasks the mediant gives you.
