Cuffed Man is a character you may encounter in a random event.
As you approach, he flags you down and initiates a conversation. He wants you to help him unlock the cuffs that bind his hands. Player can either hack the electronic cuffs with a haxxor to unlock them (55 effective skill required) or break them down with their bare hands (11 effective Strength required). If player successfully manages to free him, he will award you with a Cigar after which he runs away and disappears. Player may also optionally turn on him which will cause him to become hostile and attack, revealing himself to be quite a skilled fighter.
With sufficient Persuasion, player may optionally learn from him the truth about what happened to him.
This event ends after 5 minutes.
